Val-d’Oise: the future of avenue du Parisis is darkening


This is a new legal episode, which further obscures the horizon of the avenue du Parisis. The administrative court of appeal of Versailles (Yvelines) has just confirmed the cancellation of the declaration of public utility (DUP) of the eastern section of what was formerly called the boulevard Intercommunal du Parisis (Bip) and which must term connect the A1 and A15 motorways.

The decision is part of a long procedure launched in 2016 by the collective living without Bip, bringing together the associations Friends of the Earth Val-d’Oise, SOS Vallée de Montmorency and Val-d’Oise Environnement. Canceled at first instance by the Administrative Court of Cergy-Pontoise in 2018, then by the Administrative Court of Appeal in 2019, the DUP was therefore again canceled by the same body, seized by the Council of State in 2021.

This time, the file seems almost closed for this declaration which concerns the future of the eastern section of the avenue du Parisis, between Groslay and Bonneuil-en-France passing in particular by Sarcelles or Garges-lès-Gonesse. A 5.5 km section in a global project of 500 million euros (including 150 million for the eastern part).

The departmental council, carrier of the project, now has three options: go back to the Council of State, relaunch a new procedure for the declaration of public utility, or give up definitively. A solution favored by opponents. “This is what seems to us the most reasonable, explains Vincent Gayrard, member of the collective and opposition municipal councilor (EELV) of Deuil-la-Barre. There is a context of global warming knocking on our door every day, between the fires and the heat wave. This time, it would be a good opportunity to put an end to this project, and think about an alternative project. For us, this is the meaning of the story. »

The elected official also highlights the motions taken against the project by the municipal councils of three municipalities: Groslay, Deuil-la-Barre and Montmorency.

A number of studies need to be repeated. And in particular of its possible stop. “This is a question that must be asked, slips the municipal councilor of Survilliers. We are not going to write off such a major project with a stroke of the pen. If we have to do it, it will be after careful consideration. »
