Police Commissioner Hervé Steyer, new boss of the Chartres police since July 4, stands out from the majority of his predecessors. While most of his colleagues have passed the external commissioner’s competition, the officer already has extensive experience in the profession. He’s a former captain.
Born in Strasbourg (Bas-Rhin) in June 1984, Hervé Steyer turned to an engineering science baccalaureate: “I was headed for a career in IT. But I met a police captain, with whom the exchanges were decisive for my future. He passed the commissioner’s competition. »
Judicial and intelligence
The latter advised him to study law. And Hervé Steyer went to law school. At the same time, the Strasbourg resident became a reservist in the gendarmerie, since the counterpart in the police did not exist. He will stay there for five years. The Alsatian arrived in Paris in 2008, doing an internship at the General Secretariat for European Foreign Affairs, then he worked in the NATO section (Organization of the North Atlantic Treaty) at the General Staff of the Armed Forces. Finally, he works as a legal assistant at the Paris Court of Appeal. In 2009, he was admitted to the integrated preparatory class of the commissioner’s school and then obtained the police officer competition.
Judiciary and intelligence
After two years at officer school, he was assigned, in 2012, within the Intelligence Directorate of the Prefecture of Police (ex-RG), to the judicial sub-directorate for the fight against irregular immigration: “The position in this organized crime department has evolved over time. My group specializes in illegal immigration fraud and medical fraud. We created themes that did not exist in this service. »
The officer, who has an appetite for intelligence and the judiciary, remembers exceptional files: “The fraud allowing the irregular maintenance of foreigners on French territory has developed, in particular with the fraudulent recognition of paternity. This is a civil status scam after the birth of a child from a mother in an irregular situation. This declares a father of French nationality, in order to obtain a residence permit. We ended up with men who had 30 to 120 children! Everything was organized, in organized crime. According to the authorities, a fake father could be paid up to €3,000 per child. The false paternities could be cumulated. Several channels have been dismantled by the service of Hervé Steyer.
Chartres in first choice of assignment
The other spectrum of his many missions, spanning years of investigations, consisted in detecting networks of medical fraud: “To be regularized, a foreigner declares a serious illness (AIDS or hepatitis C) and thus obtains, a residence permit and state medical aid. We have discovered false prescriptions, various complicities including health professionals, identity theft, false diplomas, false patients… Corruption has even gone as far as psychiatrists. After eight years in this service and success in the commissioner’s competition, Hervé Steyer therefore chose the vacant post in Chartres, with its two hundred police officers: “I am starting a new job, because I do not know the public highway. »
The deputy central commissioner, who practiced racing cycling and running, discovered the city: “I did not know Chartres. That’s wonderful. I had a crush. » The choice of Eure-et-Loir was his priority: « My wife, of Corsican origin, a lawyer in health law, had to be able to easily reach Paris. The couple are parents to a little girl.
