Last year was beneficial for the social rental portfolio in the Centre-Val de Loire region. With the construction of 1,654 additional dwellings and the energy renovation of 6,650 homes, the region’s Social Union for Housing (USH) exceeded its targets.
For 2022, the president of the association, Jean-Luc Triolet, is less optimistic. He talks about the projects in progress, the good news and the difficulties encountered.
A lagging sector this year
“Today is rather negative, we bear the brunt of the effects of the crises. All the organizations are working on the funding files, which must be submitted before the end of the year.” According to Jean-Luc Triolet, this delay would be national. He is still hopeful that 2,500 files will be submitted this year.

A strong involvement in ecology
The USH is very invested in the rehabilitation of housing considered as thermal sieves. A project that is going well: “On the volume, we should be around 6,000 homes rehabilitated in the region this year. Our rehabilitation projects are as advanced as in 2021.”
According to the USH Centre-Val de Loire, 5.6% of the rental stock is still classified as “F” or “G” in terms of energy consumption. This figure is steadily declining.

A new link with the state
The arrival of a Minister Delegate for Cities and Housing in the government reassures Jean-Luc Triolet, who sees it as a sign that the State is taking regional issues seriously: “Social housing represents several million families, so there needs to be a comprehensive, structured policy. The state must set the course. Olivier Klein, the new minister, knows these problems very well since he was president of the National Agency for Urban Renewal and mayor of Clichy-sous-Bois, a city with a strong social housing dynamic. We are satisfied both with this appointment and with the work that is beginning to begin.”

The issue of aging
To anticipate the “grandpa-boom”, the USH also carried out a study on the place of seniors in social housingsomething that Mina Ineflas, director of the USH in the region, welcomes: “It is a question of remedying the isolation they suffer. Access to care is also a problem. There are many subjects to which donors wish to respond, both in anticipation but also to meet current, immediate needs.”
