With a large majority, the Breisgau-Hochschwarzwald district council voted on Monday to negotiate with the city of Freiburg about the construction of a new district office at the Technical Town Hall.
The Freiburg city administration had offered to release the car park for municipal employees next to the technical town hall in the Stühlinger district, which is easy to reach. If the district builds a new district office there, they could jointly operate an underground car park. There would also be many other synergies with the city, such as the shared use of conference or assembly rooms. An idea that found a large majority in the Breisgau-Hochschwarzwald district council on Monday. Even the word “historic” made the rounds.

At the meeting in the Belchenhalle in Staufen, District Administrator Dorothee Störr-Ritter recalled the good cooperation between the health authorities during the corona pandemic. The district of Breisgau-Hochschwarzwald and the city of Freiburg managed the crisis together. This would open up new opportunities for other areas as well. A large administrative center of district and city would have great advantages for both sides.
“We have to set out and set an example for other administrations.”
The factions in the district council see this potential. Oliver Rein, chairman of the CDU parliamentary group and mayor of Breisach, also spoke of the possibility of “joint services”. However, like many in the district council, he would have preferred to see the new administrative center outside of Freiburg. After all, there are also many beautiful cities in the district. However, since this is not legally possible, the Stühlinger location is a good option.

Rudolf Gwinner, leader of the FDP parliamentary group, called for the independence of the district to be preserved despite all cooperation. This must be the focus. It is positive that the branch offices of the district office in Titisee-Neustadt, Müllheim and Breisach are not available. However, they must be strengthened and upgraded.

A refurbishment and upgrading of the old administration building in Stadtstraße was out of the question for the committee. According to district administrator Dorothee Störr-Ritter, the district office with its 1,200 employees is bursting at the seams. According to the CDU politician, fire protection is no longer guaranteed, renovation would be too expensive, and even an extension would be uneconomical. In addition, the new building is needed to spatially depict the changed digital processes. In addition, there are currently several smaller locations spread across the city. It would be more economical to give this up in favor of a central office.
Freiburg municipal council still has to agree
The mega administration location would be a win-win situation for the Freiburg city administration. After the district council gave the green light, the project still has to go through the Freiburg municipal council at the end of July. After that, both sides can develop a concept.
