According to the new decree, Ukrainians can apply for Russian citizenship without meeting a number of conditions that Russia requires of other applicants. They do not need to prove a previous five-year stay in Russia or successfully pass a Russian language test.

Previously, only residents of the separatist units of the Donetsk People’s Republic and the Luhansk People’s Republic were allowed to apply for Russian citizenship.

Since the beginning of its invasion of Ukraine on February 24, Russia has also occupied territory in the south of the neighboring country, especially in the Kherson and Zaporozhye regions. Even the inhabitants of these occupied territories were given the opportunity to simply apply for Russian citizenship, which all inhabitants of the invaded country now have.
