Russians have a problem with downloading Windows 10 and 11. Although Microsoft officially announced the suspension of sales of products and services in Russia in March, now the Russians point out that when trying to download a Windows image from Microsoft, they simply encounter a 404 error.

As it turns out, there is currently no such possibility in Russia. Link to the Media Creation Tool installer leads to Microsoft’s page displaying a 404 error. DTF determined that the blockage actually takes place in the case of two Russian ISPs, but when connected via VPN, the Windows installer is easily available (when connecting to servers in Europe or the USA).

DTF writes that it is “unclear” what is causing this problem and that it has sent Microsoft questions about which so far they have remained unanswered. However, bearing in mind the withdrawal from the Russian market announced by Microsoft in March, while the described situation with the 404 error is not a failure or a coincidence, in practice it is difficult to talk about surprise.
