The Committee of Ministers of the Council of Ministers suspended Russia’s membership in this institution the day after the start of the Russian invasion of Ukraine, where Russian troops invaded on 24 February.

The end of Russia’s presence in the Council of Europe means a departure from all its mechanisms, including the European Court of Human Rights in Strasbourg. It is generally possible to lodge a complaint after individuals have exhausted all domestic remedies.

Individuals who complain about the violation of their rights must therefore first go to the courts of the country, including the highest tribunals. According to the AFP agency, Russia is the country whose cases are dealt with most often by the court in Strasbourg.
