Sanction lists, how does it work?

There are 1091 people on the European sanctions list. Most are on it because of the invasion of Ukraine.

Whether someone is on the list reflects the consensus of all 27 EU member states. The first step will be taken in Brussels, where it will be examined whether there is enough evidence to defend the choice to put someone on the sanctions list if the sanctioned politician, army chief or oligarch goes to the European Court.

After that legal check, the ball is in the court of the competent ministers of the member states. They must unanimously agree on the names. And that can lead to political considerations. For example, Belgium previously prevented the diamond trade with Russia from being banned.
