In the group stage, the 28 teams were divided into two zones of 14 teams and played under the system of all against all to one round, with a special date of classics, for a total of 14 days.

The quarterfinals are played by the first four of each zone in single-game brackets, in the stadium of the best placed team and with definition by penalties in case of a tie. The eight classified teams are not yet defined.
