The disadvantage would be that ‘less news is announced’ on Prinsjesdag. The cabinet has worked out various options to change the budget process. The Council of State and a special study group have been making recommendations for some time now to improve the situation.
Third Tuesday in September
Bringing forward the budget of millions and the budget is going a bit too far for the cabinet. But publishing proposals in the spring would be an option. The final proposals are then submitted on the third Tuesday in September. In this way, Budget Day will not be lost, although the Speech from the Throne will have a different ‘character’, ‘since there has already been an initial debate about the policy intentions’.
In addition, the content of the Tax Plan (the tax laws that are being amended) can also be shared earlier. The cabinet then shares ‘a letter containing the tax intentions’ for the following year.

The opposition has been complaining for some time that the House often has to deal with a large package of important laws in one sitting in the autumn. If these plans are announced earlier, the cabinet can also take ‘any wishes from parliament’ into account.
The disadvantage is that in the spring the effect of the plans on implementing organizations (usually the Tax and Customs Administration, which is already struggling with persistent problems) is not yet entirely clear.
European budget
During the debate on the government’s financial plans this autumn, the CDA had asked to look at budget planning. The House has limited time in the autumn to critically examine proposals, and the Dutch process does not run parallel with the European budget.
