According to two officials from the United States and Europe, Dvornikov has been appointed as a result of Russia’s failure to achieve its goal of capturing Kyiv.

– It speaks for a Russian recognition that things are going extremely badly and they have to do something different, said the European official, according to CNN.

Dvornikov has extensive experience from Russian combat operations in Syria and will, according to a Western source, ensure better coordination of Russian warfare.

The 60-year-old general has previously been awarded Russia’s honorary medal, according to NTB. He also holds a number of military honors and has served in the military since Soviet times.

Russian forces have shelled residential areas on several occasions, destroying large parts of the Ukrainian port city of Mariupol. The European official doubts that the tactics for hitting civilians and residential areas will change.

According to the head of Ukraine’s military intelligence service, Krylo Budanov, Dvornikov is being appointed leader while the Russian forces are regrouping to launch a new offensive against Ukraine’s second largest city, Kharkiv, located in the east.

– The plan is first and foremost to advance against Kharkiv. Their plan is to take Mariupol and then try to advance towards Kyiv, Budanov says according to NTB.
