For CS:GO, Valve has the “X-ray scanner” developed as a workaround. How it works:
1) You have a lootbox (weaponcase) dropped or bought on the steammarket and you want to open it. Normally you have to buy a key. You then get a random skin that is potentially worth a lot of money (so gambling).
2) You buy the “P-250 – Xray”. This is a weapon skin that you purchase directly from Valve. This one has about the same price as what you normally pay for a key. This is not gambling because you know what you are buying.
3) Because you have the above skin in your possession, you can now see what’s in it before you open a loot box. You get the option ingame to “scan” the box. Then you know what’s inside without opening it. So you don’t own the skin at that moment either!
4) You can then do 2 things
– Nothing, for example the skin is worthless so you don’t want to buy a key to open the box. The disadvantage is that you can no longer open other boxes because you can only have 1 loot box scanned at a time. If you want to “unbox” further, you must first open your worthless box.
– You claim your skin for the price of a key. You get the skin from that moment on. The scanner is “free” again and you can scan a next box (and possibly open it with associated costs).

With this workaround, Valve can, for example, still offer loot boxes in France. It does not fall under the heading of “gambling” because you already know in advance what is in it. Actually it is nonsense of course because you go through exactly the same steps as with a normal unboxing, only you know before using the key what kind of skin you get.

Compare it to pokemon cards. You know what’s in it before you buy a pack. If you decide not to buy the pack (because it’s not worth it) you can never buy another pack again. You must first buy that worthless pack before you can consider another pack of cards.
