How does gas pay in rubles, according to the decree?
Two special third-party accounts are opened for each customer, government or energy company, one for foreign currencies such as the euro, and one for Russian rubles.
The customer deposits the gas bill on the first third-party account in the contractually agreed euros or dollars. The Gazprombank converts that amount into rubles and puts it in the second trust account. Only then is the gas bill paid. Russia can say that the gas is billed in rubles, while gas customers simply pay in euros or dollars.
