The presidential elections of 2022 are advancing rapidly and we now know the programs of almost all the candidates for the next 5 years. The Deco team analyzed these programs to see if there would be beneficial changes for all at the level of the house and what was our surprise when we discovered the proposal for the creation of a ministry of do-it-yourself by one of the most serious candidates in the running.
Why a DIY ministry?
The creation of a ministry is a strong message sent to the French, to show them that the subject is important. There is the Ministry of Economy and Finance, the Ministry of Ecological Transition, the Ministry of Culture, and there will now be the Ministry of DIY!
This ministry will have several objectives:
- Reduce construction costs for new homes
- Formalize the government method to create new laws
- Promote this healthy activity
- Introduce a new tax on these Sunday workers
The ministry will subsidize anyone using salvaged materials in their construction projects. It’s written in black on white with a nice ink on the new DIY ethical charter that will be distributed everywhere in France on Saint Glinglin’s Day. It is said that if you collect materials from a dumpster or use your own waste to make your project (new house, extension, DIY), the government will grant you a tax reduction upon presentation of your original invoice and this, regardless of the store. If before this measure you threw your bills in the trash, not knowing what to do with them, now you will be able to throw them away and then recover them to save taxes. All you have to do is find an invoice for your purchases at the recycling center.
Successive governments have become DIY experts
Some of you may have already noticed this when filling out your tax return or trying to understand the penal code: The successive governments of the Fifth Republic did not stop improving in tinkering with laws. Our politicians have become real rafistolage experts through countless amendments. They therefore needed a place to practice all their art. The Ministry of Do-It-Yourself will therefore be located in the industrial zones close to Castorama and other Leroy Merlins in order to be as close as possible to the concerns of the French. And icing on the cake, it will also be open on Sunday because the ministry will be considered as a GSB (Bricolage Supermarket) since it will act throughout France.
Making 5 crafts a day would be good for your health
In its proposals, the Ministry indicates that it wants to take up the maxim ” 5 DIYs a day to stay healthy “. Indeed, a recent study showed that a person who tinkered 5 times a day significantly increased their lifespan.
Here are examples of useful and effective DIY for health:
• Craft a little something to eat noon increases your life expectancy. People forget to eat and find themselves in poor health, even in a state of official death if they do not tinker quickly.
• Give a handyman to her grandmother makes her happier and keeps her going until the next Grandmother’s Day.
• To stay healthy, it is better to not to “take odds” from non-recommendable persons (list available in the future Ministry)
• If you are not diligent enough at school or in your daily routine (diet, sports, etc.), DIY can help you succeed. You just need to tighten the screw and everything will be fine.
When you think about it, craftsmanship is everything. Prehistoric men understood this as soon as they used their first tools. It’s just that this ancestral technique has been a little lost with the arrival of smartphones, but 2022 may be the year of DIY.
A new tax on Sunday workers
We saved the bad news for last. Indeed, who says work says tax and DIY can no longer escape this rule. The French are great Sunday handymen but it is also a discipline not controlled by the Ministry of Labor which intends to legally regulate this wild practice.
From now on, you will need to make a prior declaration of DIY at the Ministry before the start of each of your crafts. This declaration, to be made on paper in 6 copies, must describe the nature of the work, the before/after plan, the budget, the materials used, the waste recycling plan, the calculation of the impact on the environment, the discharges of CO2 in the atmosphere and so on.
To drive a nail into a wall, you will have to wait for the legal withdrawal period of the project defines at 30 days, call on a state agent to validate the conformity of the work and provide all the official documents (the famous CERFA) which are going well so that your request is approved and registered in the register of the Ministry.
You will also need declare your activity and register as an approved Sunday worker to have your BRICO-SIRET number in order to be authorized to carry out work on your premises. Otherwise, insurance will not cover you. You will pay a tax on weekend work (doubled if it is also a public holiday), a tax on recycling, a tax on the release of CO2 due to the increase in your breathing during efforts, a tax on the production of elbow greasea tax on the carbon footprint of paperwork and a final tax on modifying your home (which replaces the abandoned housing tax).
In conclusion
Do-it-yourself is an activity that is central to the new government strategy to reduce the French debt. Some will continue their practice of this moonlighting and will not need tutorials for that. As for the ministers who will have to start DIY, it remains to be seen whether this project will not be one more blow that will drive home the point of the difficulty of households to maintain proper purchasing power.
