The maintenance of road networks is a must in the municipal budget. “We will never overlook safety: if we notice a major hole in a sidewalk, we will intervene to fill it. The same goes for potholes: at the start of each year, we carry out a patching campaign”, assures the Works Assistant, Brigitte Schneider.
These small and nevertheless essential repairs are included in the annual budget devoted to the renovation of the road system. In Thionville, the basic envelope is €950,000 but added to the budgets allocated to the modernization of public lighting, cycle paths, and the climate plan (installation of LEDs), we arrive at €1.650 million.
“It’s a substantial sum”, slips Brigitte Schneider, who had the basic envelope reassessed two years ago “because I estimated that €650,000 was not enough given all that what there was to do”. Incidentally, the philosophy has changed: the burial of aerial networks is no longer systematic, precisely because it is very expensive.

A political choice
Of course, the assistant hears the criticisms made regularly about the sidewalks and roads which deserve better treatment “but with 127 kilometers of roads, it is impossible to want to redo everything! A mandate would not be enough and then to do politics is to make choices, ”she decides. Give up structuring investments to bet everything on roads and sidewalks? How are priorities established?
Apart from emergency repairs, the City has an overall vision for two or three years. The road teams continuously report critical points; the remarks of the inhabitants are also taken into account as well as the opinion of the elected officials. “We prioritize according to the state of the road, its use and the safety problem that this poses”, summarizes the Works Assistant.
In addition, regular consultation with service providers in the municipality (Enedis, GRDF, Veolia, Orange, Air Liquide, Portes de France conurbation, Department, Smitu) makes it possible to coordinate interventions. “You don’t redo a boulevard if you know, for example, that sanitation work is planned. We will wait for them to be finished before heading back on the road, ”explains the assistant.
The most telling example of the moment remains that of the BHLS, the famous high-level service bus that will replace the current lines. “We know that many roads are going to undergo major work so we have chosen to wait before redoing certain roads. This is particularly the case in the Allée de la Liberation: I know that people are complaining but we are not going to spend money today when everything will be gutted in less than two years… ”There will however be an exception for the Liberation crossroads /allée Bel-Air “because the road here is much too degraded: you almost need a 4X4 to pass quietly”, admits Brigitte Schneider.
