KOMPAS.com – Member TNI again died after making contact with the Armed Criminal Group (KKB) in Papua on Saturday (26/3/2022).
The attack was the second such incident in the past month, after the KKB attack earlier this month killed 8 telecommunications network workers.
Who is KKB?
Quoted from Kompas.com, KKB is stands for Armed Criminal Group, which is a group that often spreads terror against both civilians and the TNI and Polri in the Papua region.
The purpose of the Papuan KKB is to break away from the Unitary State of the Republic of Indonesia (NKRI).
Therefore, the Papuan KKB can be called a separatist movement, whose movement often takes lives.

The origins of the Papuan KKB
Before being born as KKB, this group was formerly known as the Free Papua Organization (OPM).
The OPM was founded in 1965 to end the administration of the provinces of Papua and West Papua, previously called Irian Jaya. They intend to break away from Indonesia.
The OPM also often voices about a referendum so that it can be independent from the Unitary State of the Republic of Indonesia. In fighting for the group’s wishes, they several times carried out criminal movements that claimed lives.
Therefore, the government then took the initiative to establish Special Autonomy for Papua with a large budget.
Unfortunately, the budget is only used by the elite, not to the wider community.
This then triggered a massive resistance movement from the OPM by committing various crimes.

KKB’s crime
One of the crimes committed by the OPM was in 1996, when they arrested a number of Europeans and Indonesians consisting of research groups and forest camps.
Two hostages from the research group were killed, while the others were released. Because of its actions, the OPM is often labeled as a criminal organization.
Therefore, the term OPM was later changed to KKB or Armed Criminal Group.
If one of the Papuan KKB groups is caught, they will be immediately detained for criminal reasons.
Because the purpose of the KKB is to free Papua from the Unitary State of the Republic of Indonesia, this group is considered a separatist movement, which can threaten the integrity of the country.
According to records, KKB often acts in mountainous areas in Papua.
Several regencies which until now are considered vulnerable from their actions, such as Puncak, Yahukimo, Nduga and Intan Jaya.
Meanwhile, there are five groups that have been mapped out with their leaders, namely Lekagak Telenggen, Egianus Kogoya, Jhony Botak, Demianus Magai Yogi and Sabinus Waker.
Of the five groups, Lekagak Telenggen and Egianus Kogoya are considered the most dangerous.
Until now, Papuan KKB is difficult to eradicate because they are armed with complete and up-to-date weapons.
Some of the crimes that have been committed by the Papuan KKB include assaulting workers, stabbing, shooting, and burning houses and schools in several areas in Papua.
Why is KKB difficult to overcome?
Military observer from the Institute for Security and Strategic Studies (ISESS) Khairul Fahmi said the presence of the KKB in Papua was not without reason.
According to him, the existence of the KKB is the impact of the problems in Papua that have never been resolved.
“I don’t think it’s just a matter for the TNI, it must be solved comprehensively by the government,” said Fahmi when contacted Kompas.com, Monday (28/3/2022).
“Because it’s not only a matter of security disturbances, but also other issues that trigger dissatisfaction and security disturbances in the community,” he continued.
Therefore, security disturbances, terror, and attacks can occur at any time to show their existence.

Crisis of trust
Fahmi explained, there is a crisis of trust from each party.
On the one hand, KKB tends to be pessimistic about the agendas offered by the government and suspicious of what is being done for the Papuan people.
“They also see whatever is considered best for Papua, that’s Jakarta’s version. So it shows Jakarta’s interests more than the aspirations of the Papuan people. This means they have distrust,” he explained.
On the other hand, the government itself does not show a more positive position on the Papua issue.
In the end, dialogue is difficult to achieve because there is no well-established trust.
Violence in Papua
Fahmi said that this problem was then complicated by the problem of violence in Papua, both from the KKB and the TNI and Polri.
Although the TNI has begun to change its approach from weapons to dialogue, he said it is still difficult to do because it is driven by the military.
“The problem is how could this embracing act be carried out by a device that was previously mandated to hit,” he said.
“I mean, the TNI and Polri should be positioned to anticipate the worst, while other government apparatus must carry out the policy of embracing it in various forms of programs,” he explained.
Therefore, according to him, the change in approach must also be accompanied by a change in the leading sector.
