Ministry of Religion (Ministry of Religion) as of December 1, 2021, starting to apply service tariffs for the Public Service Agency (BLU) of the Product Assurance Administration Halal (BPJPH).
In the official statement received CNN IndonesiaWednesday (16/3), Head of the Ministry of Religion’s BPJPH Muhammad Aqil Irham said that there are two types of tariffs, namely the main service tariff and the supporting service tariff.
“The issuance of the Service Tariff Regulation of the BPJPH Public Service Agency must then be guided in every service activity carried out by the BPJPH BLU,” said Aqil, Wednesday (16/3).
The main service tariffs consist of halal certification of goods and services, accreditation of the Halal Inspection Agency (LPH), halal auditor registration, halal auditor and supervisor training services, as well as halal auditor and supervisor competency certification.
Meanwhile, the tariff for supporting services includes the use of space, buildings and buildings, the use of equipment and machinery, the use of laboratories, and the use of motorized vehicles.
Halal certification services for goods and services include:
(a) service for application for halal certification with a statement of business actors (self-declared)
(b) halal certification application service
(c) halal certificate renewal application service
(d) foreign halal certificate registration services.
Meanwhile, LPH accreditation services include:
(a) LPH accreditation services
(b) LPH accreditation extension service
(c) LPH level reacreditation services
(d) LPH scope expansion services.
Aqil Ihram explained that the provision of tariffs for halal certification application services with a statement from business actors (self declare) is subject to a tariff of Rp. 0.00 (zero rupiah) or is free of charge taking into account the state’s financial capacity.
Later, the charging of service fees for halal certification applications with a statement by business actors comes from the APBN, APBD, alternative financing for MSEs, financing from partnership funds, government grants or other institutions, revolving funds, or other legal and non-binding sources.
“For 2021, the amount of payment for the self-declared service fee component deposited by the service fee facilitation provider is IDR 300 thousand,” he said.
This amount is intended for the registration component, the registration component, checking the completeness of documents and the issuance of a halal certificate worth Rp. 25 thousand.
For the component of supervision and monitoring by PPH mentoring institutions, it is worth Rp. 25 thousand, for the incentive component of PPH companions, it is worth Rp. 150 thousand, and for the component of the MUI halal fatwa session, it is worth Rp. 100 thousand.
“The amount of payment for the service fee component of a halal certification application with a statement from business actors that is charged to the facilitation provider in the 2022 budget year will be adjusted by considering the state’s financial capacity,” he continued.
Meanwhile, the Head of the Halal Registration and Certification Center at BPJPH Mastuki said that applications for halal certification of goods and services with a regular mechanism are subject to service fees.
The service tariff consists of a registration fee component, inspection of completeness of documents, inspection of product halalness by LPH, determination of product halalness by MUI, and issuance of halal certificates.
“The payment of the component is deposited by the business actor into the account of the BPJPH Public Service Agency. The payment is made by the business actor after LPH submits the details of the cost to BPJPH to be issued as a single bill of cost components,” he said.
For example, the cost of applying for a halal certificate for goods and services belonging to MSEs is Rp. 300 thousand plus the cost of checking the halalness of MSE products by LPH is a maximum of Rp. 350 thousand. So the total cost is IDR 650 thousand.
For a medium-sized food product business with simple processes/materials, the total cost is Rp. 8 million, consisting of a certificate application fee of Rp. 5 million and an LPH inspection fee of a maximum of Rp. 3 million.
There are two components of the cost of applying for a Halal Certificate for Goods and Services (per certificate). First, application for halal certificate. For micro and small businesses worth IDR 300,000, medium businesses worth IDR 5 million and large businesses and/or originating from abroad worth IDR 12.5 million.
Second, application for renewal of halal certificate. For micro and small businesses worth IDR 200,000, medium businesses worth IDR 2.4 million and large businesses and/or originating from abroad worth IDR 5 million. Third, registration for halal certification abroad is Rp. 800,000.
Meanwhile, in implementing the tariff, the Ministry of Religion also released a list of the highest unit costs for product halal inspection fees by halal inspecting institutions for micro and small business actors.
1. Products in the positive list / products with simple processes / materials worth IDR 350 thousand.
2. Processed food worth Rp. 350 thousand.
3. Drugs worth Rp. 350 thousand.
4. Cosmetics worth Rp. 350 thousand.
5. Used Goods worth Rp. 350 thousand.
6. Services worth IDR 350 thousand.
7. Restaurant/ Catering/ Canteen worth IDR 350 thousand.
8. Slaughterhouse/Poultry and Slaughter Services worth Rp. 350 thousand.
Meanwhile, the highest limit for the unit cost of product halal inspection fees by a halal inspection agency for medium, large and/or foreign business actors is:
1. Products in the positive list / products with simple processes / materials worth IDR 3 million.
2. Processed food, chemical products, microbial products Rp. 6.4 million.
3. Flavor and Fragrance worth IDR 7.65 million.
4. Genetically Engineered Products IDR 5.4 million
5. Drugs, cosmetics, biological products Rp5.9 million.
6. Vaccine Rp21.12 million.
7. Gelatin IDR 7.9 million
8. Goods and Packaging Rp3.93 million.
9. Services worth IDR 5.27 million
10. Restaurant/ Catering/ Canteen worth IDR 3.68 million
11. Slaughterhouse/Poultry and Slaughter Services worth Rp. 3, 93 million.
