The change will only come into effect next November, partly on the advice of airlines and broadcasters that need more time for the introduction. The measure has yet to be approved by the House of Representatives and President Joe Biden.
Since Sunday, most of the United States, which has multiple time zones, has returned to daylight saving time. It expires in November.

The discussion in the European Union flared up a few years ago when the European Commission in Brussels proposed making winter time permanent. Due to differing opinions, the proposal was shelved.
What’s the healthiest?
Former Minister of the Interior Ollongren investigated at the time what the consequences of a permanent summer or winter time would be for the Netherlands. This showed that a system without changes would be best for health. It would also be better for traffic. “In the context of road safety, there are indications that it may be advantageous to avoid the time change, that is, to maintain permanent summer time,” the minister said at the time.
A permanent summer time would be disadvantageous for the construction sector, which values daylight in the morning. Energy savings were ‘minimal’, according to the minister. In any case, the Netherlands wants to coordinate its system with neighboring countries Belgium and Germany, but also with Luxembourg and France. Even those countries do not yet know what they will decide.
