Kremlin spokesman Dmitry Peskov claimed this in a report released on RT.com on Monday (14/3/2022).
Speaking to reporters on Monday, Peskov said planning a “military operation” in Ukraine involved considering the strategy of “armed nationalist formations” allegedly deploying weapons in densely populated residential areas.

He appears to have denied accusations by Ukrainian authorities of indiscriminate shootings in cities.

He stressed, “The Russian military is working with modern high-precision weapons, only on military infrastructure and information facilities.”

“At the start of the operation, the Russian President did instruct the Ministry of Defense to refrain from direct attacks on large settlements, including Kiev, because armed nationalist formations equipped firing points, deploying heavy military equipment right in residential areas; and fighting in densely populated areas will inevitably cause heavy losses among civilians,” Peskov said.
