That’s true for all games on that CreationKit engine, fallout 3, fallout 4, fallout 76, elder scrolls games; skyrim in particular.

I hope Microsoft will get them behind their backs to embrace a new engine, because it seems that solving the problems with the current engine is almost impossible.

All those games all have countless elements that are “just not”. From minor glitches, to gamebreaking bugs, or things with potential that don’t show up, broken game mechanics that just don’t seem to have been thought through, useless items, bugs that have been spotted (and “patched” way back in a previous game) by community modders) but can still be found in the latest games, cows on the roof, you name it. Can still be cool games and you will always have people who respond with “but I had nothing to worry about”.

The settlement system of fo4 is a clear case of “nice idea, poorly executed”. It can be really cool to make your own villages, dress them up, and do your best to make sure your settlers have a good life….but…it really doesn’t matter. You can also put up a rickety tent, they think it’s fine too. Whether you have millions of defenses or not, if your settlement is attacked when you’re not there, the chance of winning is always 50%. Due to the LOD system, certain objects in the distance are not yet loaded, but enemy locations are, so they walk casually through your walls. And I could go on for hours about what’s wrong with this game engine, or at least, what’s wrong with the implementation of these ideas.
