The involvement of Jean-Philippe Jean Louis, one of the four accused in the trial of the Saint-Étienne-du-Rouvray attack, was at the heart of the debates this week before the special assize court in Paris. It appears that he actively supports jihadism, in particular through the creation of online pots.
It is usually made for a birthday present, a humanitarian project or a solidarity trip. He did it to finance an attack and support jihadists. Far from the role of “moderator” that he claims to have played, Jean-Philippe Jean Louis, one of the four defendants in the trial of the Saint-Étienne-du-Rouvray attack, was fully involved in supporting jihadism, in particular via the creation of online pots, estimated Monday, February 21 an investigator from the anti-terrorist sub-directorate (SDAT) of the judicial police, heard before the special Assize Court of Paris.
Fifteen online jackpots
During the investigation into the assassination of Father Hamel on July 26, 2016, Jean-Philippe Jean Louis, also administrator of a channel (“Ansar At Tawhid”) on the encrypted Telegram messaging system, said that he was trying to there “to dialogue” with the jihadists, by “taking up their way of speaking” to change their “vision of things”. But no testimony from people who subscribe to this channel confirms this version, underlined this investigator. On the contrary, his channel had “real notoriety” in the jihadosphere for the dissemination of violent propaganda messages, the connection of candidates for departure to Syria and the dissemination of support kitties.
Between August 2015 and July 2016, fifteen online kitties were thus created with their identifiers, under vague titles (“Help for our sister”, “Help for all”, “Call for donations”) or misleading (“Party at my house” ). They each bring together a few dozen to a few hundred euros and some of them benefit Jean-Philippe Jean Louis’ account (more than 2,500 euros have landed on his account), others benefit third parties, such as “two young Belgian women known for their radicalization”. For the prosecution, “these pots are clearly linked and come in support of jihadist projects”.

The anti-terrorist policeman also points out that Adel Kermiche (one of Father Hamel’s two assassins, editor’s note), had relayed several publications of “Ansar At Tawhid” on his own Telegram channel. As for the second assassin, Abdel-Malik Petitjean, after having transmitted to the propagandist Rachid Kassim his video of allegiance to the Islamic State group… it was on the chain of Jean-Philippe Jean Louis that he had turned.
Opened on February 14 and scheduled until March 11, the trial of the Saint-Étienne-du-Rouvray attack should partly make it possible to determine the degree of involvement and participation of the defendants and to know whether they knew the project of the two assassins of Father Hamel. However, the investigation showed in particular that a few hours after having contacted Adel Kermiche on Telegram, on the night of July 21 to 22 (Father Hamel was assassinated on the 26th, editor’s note), Abdel-Malik Petitjean recontacted Jean-Philippe Jean Louis telling him he wanted to “take a carpool” but lacked the money, before adding “I have a plan with a brother […] I will see it tomorrow on the spot”.
“I’m going to make a kitty”, then suggests Jean-Philippe Jean Louis, who actually created it in the afternoon. But he will delete it less than 24 hours later, without saying anything to his interlocutor. Abdel-Malik Petitjean and Jean-Philippe Steven Jean-Louis having exchanged several times on this subject, it is obvious, for the investigators, that the accused was aware of the planned attack. Tried for “terrorist association of criminals”, Jean-Philippe Jean Louis faces thirty years of imprisonment.
