Border checkpoints in the Rostov region of Russia work only for entry, said on Saturday, February 19, a representative of the border department of the FSB in the Rostov region, writes TASS.
“All checkpoints were transferred only for entry into the Russian Federation. From 09:00 Moscow time on February 19, the border department operates in an enhanced mode,” he said.
At the same time, the governor of the Rostov region, Vasily Golubev, declared a state of emergency in the region due to the increase in refugees from Donbass.

“Given the trend towards an increase in the number of arriving citizens, we consider it expedient to introduce an emergency regime from 10:00 on February 19,” he said at a meeting with Acting Head of the Ministry of Emergency Situations of the Russian Federation Alexander Chupriyan, who supported the decision.
Also, local authorities reported that payments to refugees in the amount of 10 thousand rubles will begin to be paid today.
According to the self-proclaimed “DPR”, by the morning of February 19, more than 6.6 thousand people had been evacuated to Russia.
“As of 06:30 on February 19, 2022, the number of evacuees was 6,603 people, of which 2,436 are children,” the report says.
It is noted that the evacuation is also planned to be carried out by rail.
“Today, in addition to centralized evacuation of the population on buses and private vehicles, evacuation will also be carried out by rail from the stations: Yasinovataya, Makeevka, Debaltseve, Gorlovka, Ilovaisk and Donetsk-2,” the statement said.
The Russian Federation says that refugees from Donbass can be sent to seven regions: Krasnodar Territory (up to 20 thousand), Kursk, Voronezh, Belgorod, Oryol, Bryansk, Moscow regions (up to 10 thousand).
In the Rostov region, 143 points for refugees with a capacity of 13 thousand people have already been deployed.
Recall, on the eve of the “DNR” and LNR “announced evacuation of the population to Russia. At the same time, it became known that video messages were made even before the start of the aggravation of the situation in the Donbass – on February 16.
