The volume of activity at the level of the courts subordinated to the Alba Iulia Court of Appeal has increased. The largest increases were in the field of social insurance, respectively minors and family. In terms of criminal cases, they were 6.67% higher.

The court ranks 5th in the country in terms of the number of cases per judge.
The Alba Iulia Court of Appeal presented on Friday the balance of the activity for the year 2021.
The situation of newly entered files compared to those in stock
The volume of activity at the level of the courts of the Alba Iulia Court of Appeal (the total number of cases pending and is obtained from the sum of the number of newly entered files with the value of the stock of files remaining to be resolved from the previous year) was 2021 152,990 files. The number is increasing by 4,941 cases (+ 3.33%) compared to 2020.
Of these, 109,824 represent the number of new cases entered in 2021 and 43,166 files remaining unresolved from the previous year. And the number of new cases is increasing by 4,223 cases (+ 3.99%) compared to 2020. The stock of cases at the level of the courts within the Alba Iulia Court of Appeal registered a slight decrease, by -0.44% , at the end of 2021, compared to the same period of the previous year.
Regarding its own activity, in the role of the Alba Iulia Court of Appeal there were 9,881 cases in 2021, out of which 7,141 new cases entered, respectively 2,740 cases remaining in stock from the previous year. The volume of activity increased compared to the previous year.
The activity of the subordinate courts: two had increases in activity
The total activity volume of the courts increased compared to the previous year by 1,500 cases, in a percentage of + 4.57%, from 32,767 cases to 34,267 cases.
There have been increases in cases in two of the 3 courts.
- Sibiu Tribunal – the number of pending cases increased in 2021 to 9,971, compared to 9,275 in 2020 (+ 7.50%)
- Alba Court – in 2021 registered a volume of activity of 12,580 cases, increasing by 1,687 cases compared to 2020, when the number of pending cases was 10,893 (+ 15.48%)
- The Hunedoara Court had 11,716 cases pending in 2021, compared to 12,599 cases in 2020, less by 883 cases (-7.00%)
Volume of activity by subject
Out of the total number of 109,824 new cases entered in the courts of the Alba Iulia Court of Appeal:
- 22,064 cases were registered in criminal matterswith 1,381 more than in 2020 (+ 6.67%)
- 53,149 cases in civil matters1,961 more cases than in 2020 (+ 3.83%)

At the level of the district courts, where three sections operate, there are different variations in the number of cases registered in 2021 by subject.
At the Alba Court there are increases in all 3 sections. At the Sibiu Tribunal and the Hunedoara Tribunal, there were several cases pending before the criminal section and the second civil section of administrative and fiscal contentious. Fewer cases were registered in the civil section I than in the previous year.
At the level of the courts, the total number of new cases increased in 2021 compared to 2020 in both civil and criminal matters. Thus, in civil matters, the number of new cases increased by 2.82%, from 62,109 to 63,866. In criminal matters, it increased from 15,839 cases in 2020 to 16,863 in 2021 (+ 6.46%).
Alba Iulia Court of Appeal, on the 5th place in the country for the judge’s charge
The Court of Appeal of Alba Iulia ranked in 2021 on the 6th place in terms of the load on the scheme, with 521 cases / judge, compared to the national average which was 580 and on the 5th place on the load per judge, with 644 cases / judge, compared to the national average of 666 cases.
At the level of the courts it is found that the burden on the judge increased in 2021 compared to 2020. At the Alba Court from 582 cases in 2020, to 869 cases in 2021. At the Hunedoara Court from 615 cases to 742. At the Sibiu Court – from 654 cases in 2020 to 803 cases in 2021. At the Alba Court alone, the burden per judge is higher than the national average.
The load per judge reflects the number of cases that a judge had to deal with during the reference period and is calculated by relating the total number of cases to the average number of positions occupied in 2020.
The load on the scheme in 2021 in the courts of the Court of Appeal was higher than the national average of 855 cases in four of the judges, and the load per judge in 2021 was higher than the national average of 1,085 cases , to eight of the judges.
The load on the scheme is determined by relating the volume of activity to the total number of positions provided in the function statements of the courts.
The scheme of judgeships for this year at the Alba Iulia Court of Appeal was 50 and the average number of judges actually held during the year was 40.4.
Staff turnover and efficiency indices
The centralized analysis of the efficiency indicators reveals the maintenance of the Alba Iulia Court of Appeal for the activity from 2021 to the Efficient degree. In its territorial constituency, both the three courts and a number of 13 judges were classified as “Efficient”, and the Brad, Săliște and Sebeș Courts were classified as “Very Efficient”.
For the administration of justice for the benefit of the approximately 1,130,000 citizens living in the territorial area of competence, at the level of the Alba Iulia Court of Appeal and the 19 district courts were active at the end of 2021:
- 223 judges
- 565 clerks and other functions belonging to the specialized and connected auxiliary staff
- 12 legal assistants
- 43 civil servants
- 23 employees in the contract staff category.
Out of the total of 942 existing positions in the list of positions, 77 positions are vacant at the end of last year. Most of them, 68, are judges, followed by 7 positions of specialized and related auxiliary staff as well as one position of civil servant, respectively of vacant contract staff.
As in previous years, during 2021 there was a relatively large staff turnover at the Alba Iulia Court of Appeal and at the courts in its constituency. It was generated mainly by the retirement of some judges and clerks, but also by the solutions adopted by the Section for Judges of the Superior Council of Magistracy in the matter of transfers. Another factor was the fact that the trainee judges, after passing the capacity exam, opted for appointment to other courts.
The courts in which the positions of judge were fully occupied at the end of the year are the Alba Iulia Court, the Aiud Court, the Blaj Court, the Brad Court.
On the other hand, in the courts with a high volume of activity, there were still vacancies for judges (Alba Court, Hunedoara Court, Petroșani Court, Deva Court, Mediaş Court and Sibiu Court).
The number of vacancies for judges, almost double compared to 2019. The cases
Compared to the last two, there is a worsening trend of increasing the number of vacancies in the courts in the territorial constituency, according to court officials.
At the end of 2021, there were 77 vacancies, given that at the end of 2020 there were 55 vacancies, after at the end of 2019 there were 45 vacancies.
The large number of vacancies for judges (which almost doubled compared to 2019), was mainly influenced by the retirement of 20 judges in 2021 in several courts: Alba Iulia Court of Appeal, Alba Tribunal, Tribunalul Alba Sibiu, Hunedoara Court and Sibiu Court.
Infrastructure situation in 2021
The Palace of Justice in Alba Iulia, the historic monument building that has been the seat of the Alba Iulia Court of Appeal since its inception, was built 114 years ago for local judicial institutions. However, it has a sinuous evolution over time, being disputed by various local administrative institutions.
In 2010 the building returned to the patrimony of Justice, and from 2018 the Palace of Justice was transferred to the exclusive administration of the Alba Iulia Court of Appeal. After this important moment, the management team of the Alba Iulia Court of Appeal started a large and ambitious project of renovation, restoration and refurbishment of the existing space, so that the building can truly become a Palace of Justice again.
The year 2021 represents a moment of reference in this sense, through the diversity, the scope of the works carried out and implicitly of the managed investment budget, the largest since the establishment of the court.
“Installation of two elevators on its own metal structure attached to the building”, located in the inner courtyards of the building is a significant step forward in modernizing the building, facilitating both public access to courtrooms and other public compartments on the upper floors, and transport of files to the registry and the main archive of the court located on the second floor.
The completion of the renovation, restoration and modernization of the main courtrooms of the Alba Iulia Court of Appeal in a reasonable time, without affecting the current court activity was also an important achievement, which together with the custom furniture and specific accessories they have the rooms have been equipped to help restore the solemnity and prestige of the act of justice.
Also during 2021, other current repair works were carried out on the building of the Alba Iulia Court of Appeal: replacement of single glazed windows on the 2nd floor, with laminated wood windows with double glazing, chimney repairs, sanitation of groups sanitary on the ground floor of the building and the arrangement of a sanitary group for people with locomotor disabilities. In addition to these works carried out by specialized companies, it was managed, under its own direction and with the court staff, the sanitation and renovation of the offices for judges and clerks within the 1st Civil Section of the Alba Iulia Court of Appeal and the connecting hall with the Prosecutor’s Office second floor.
Inadequate buildings, technically and physically
The buildings where the three courts within the jurisdiction of the Alba Iulia Court of Appeal are currently operating, together with the courts in the county seat municipalities, no longer correspond technically and physically. Major interventions are needed to carry out the act of justice in optimal conditions.
Regarding the condition of the seats of the courts within the Alba Iulia Court of Appeal, out of a number of 17 court seats, 6 seats are in a very good technical condition and do not require immediate works, respectively those in which it operates: Blaj Court, Câmpeni District Court, Săliște District Court, Mediaș District Court, Hunedoara District Court and Avrig District Court.
However, other courts are in a difficult technical condition, with major deficiencies in the appropriate technical and physical parameters, namely the Alba Court, Alba Iulia Court, Hunedoara Court, Deva Court, Petroșani Court, Sibiu Court and Sibiu Court.
