“For humanitarian reasons, Russia adheres to this practice of issuing passports. Russia issues passports not only to citizens of these self-proclaimed republics, but also to citizens of different countries of the world, and this practice is quite common,” Peskov said.

According to him, the so-called “citizens of the self-proclaimed republics” allegedly have extraordinary social problems due to the fact that they are “rejected by their homeland, Ukraine, both in terms of movement and in terms of receiving social and financial services.”

At the same time, Peskov said that passportization in ORDLO does not violate the Minsk agreements.

“This practice is not a violation of the Minsk agreements. It is enough just to read this brief and specific text at least once. Therefore, these reproaches are untenable,” Peskov added.
