The neighborhoods of La Noue-Clos in France and that of Morillon in Montreuil will be largely rehabilitated. Objective to improve the living environment of the inhabitants. The National Agency for Urban Renewal (Anru) has just signed a check for 100,000 euros.
“We didn’t want working-class neighborhoods to be the poor relations of the urban dynamics experienced by Montreuil. We fought for them to benefit from ANRU funding”, welcomes Gaylord Le Checker, the first deputy in charge of town planning. It is a large-scale rehabilitation that awaits the 2 districts of Noue-Clos Français and Morillon thanks to the financial assistance of the National Agency for Urban Renewal (ANRU).
Objective: to open up the district, improve the living environment, the supply of public and commercial facilities, housing and develop the economic activities of these working-class districts, where there are many social housing units, 75% in La Noue, and the high unemployment rate, 18% in Morillon.
To the east of Montreuil, the Le Morillon district, further north that of La Noue-Clos Français. For the first deputy, “there was an urgent need to rehabilitate“.
“These are old neighborhoods dating from the late 60s/70s. At the time mass housing was built responding to the housing crisis. The park has aged badly, posing problems of energy loss and sound insulation problems. It was important to be able to intervene on these buildings but also on the outdoor spaces. For example, the district of La Noue is an urban planning on slab which concentrates a whole bunch of problems: parking, isolation, insecurity”, he explains.
“In the next 10-15 years, these neighborhoods built in emergency at the end of the 1960s will change their face, the living conditions and the daily life of the inhabitants will be radically transformed.“, said Patrice Bessac, the mayor of the city.
Consultation meetings
This urban renovation project has been carried out for several years by the city, which has played the consultation card with the Est Ensemble territorial community and the town planners of Ville Ouvert, “From 2015, consultation meetings took place. We made diagnoses with the inhabitants and all the partners. We defined scenarios then took the time to confront them with the inhabitants“, assures Gaylord Le Checker.
The strong point of this project is that it carries the voice of the inhabitants.
In the final project, certain requests from the inhabitants were accepted. The demolitions of buildings will be limited, the architectural diversity preserved, attention will be paid to the foot of buildings, to parking. Public spaces will be greened and landscaped. Local shops preserved. A nursing home and two school groups should see the light of day: the Rosenberg and Joliot Curie schools, as well as an urban farm. Finally, the housing will be renovated in terms of heat in particular.
70 million for La Noue, 30 million for Le Morillon
In total, more than 17,800 inhabitants of these two neighborhoods will be affected by this renovation program. 2,000 housing units will be renovated, including 828 social housing units in La Noue. In this district, only 96 dwellings will be demolished and 81 in Morillon. The city has chosen to demolish little.
“We are going to demolish very little, one of the demands of the inhabitants, while rehabilitation programs very often involve demolitions. We are going to intervene strongly on the requalification of the building”, explains the first deputy. “People whose homes will be demolished will be relocated by the OPH of Montreuil“he reassures.
Black point of the La Noue district, the shopping mall, a private condominium in difficulty, extremely dilapidated. It will be rebuilt in accordance with the expectations of the inhabitants. A new shopping center should see the light of day. “We have already started working on the pre-emption of the commercial premises of the gallery. Our objective is to close the ground floor of the shopping mall during 2022“says Gaylord the Checker.
Point of stumbling between the ANRU and the city, the future of a residential tower. ANRU wants it demolished. Not the city. A review clause was negotiated.
On the calendar side, energy renovation work on certain dwellings has already begun with the aim of reducing the bill by 40% according to the town hall. But the change in appearance of the two districts is not for tomorrow, the project is spread over several years. According to a provisional schedule, the work could extend until 2030.
