Yes Star Rank in Pokémon Legends: Arceus indicates your position within the Galaxy Expedition Team and how much you have learned about the Pokémon in the Hisui region.
You also get some Star Rank Rewards, such as new items and access to a new location when you get a new rank.

How to increase your Star Rank in Pokémon Legends: Arceus
To increase your Star Rank in Pokémon Legends Arceus, you must Pokémon Research Points collect by both Research Tasks in Pokédex pages to complete.
At the end of each excursion, you can see how many Pokémon Research Points you have collected using the Pokédex Progress Report screen. These points are then added together so you know how close you are to the next Star Rank.
Once you’ve accumulated enough points to achieve a new Star Rank, visit Captain Cyllene in the Galaxy Hall for a review.
By achieving a new Star Rank you will earn a number of rewards such as new items, crafting recipes, areas, how much money you earn from excursions and make higher level Pokémon obey you.
You’ll need to increase your Star Rank throughout the story, which you can read more about in our Pokémon Legends: Arceus walkthrough – so keep an eye out for how many Pokémon Research Points you’ve already collected.
Fortunately, that’s easy because on the front of your Pokédex you can see exactly which Star Rank you currently hold, how many Pokémon Research Points you need for your next promotion and how many points you have already earned.
Star Rank Rewards: What Each Star Rank Unlocks in Pokémon Legends Arceus
There are a total of ten Star Ranks to earn in Pokémon Legends Arceus, and you start out with no Star Rank at all.
Every time you increase Star Rank, you also get more money from your excursions.
