As expected, the end of the month brought new problems with the Polish Government. Most Poles, who receive salaries for a month worked, began to receive January salaries, and their amount was often surprisingly low, as we wrote in Business Inside. The problem affected not only those earning more than 12.8 thousand. zloty. This was also the case, for example, in the case of ZUS employees.
At the same time, the service provided by the Ministry of Finance ceased to work calculator of the influence of the Polish order on salaries. As it turned out, the ministry decided to update it with the new wording and add a few options, incl. presentation of the amount of salaries in different months. Thanks to this change, it will be easier to explain the influence of the Polish Order on the amount of net salaries.
The previous version gave the average annual value, co in the case of people who fell into the 2nd tax threshold in 2021, this means that for several months of 2022 they will see a lower salary every month, but on an annual basis they should not lose from the change in regulations.
Chaos after the entry into force of the new regulations
The entry into force of the Polish tax order is a series of image disasters for the government. First it turned out that teachers earning less than 12.8 thousand PLN, received lower wages, which turned out to be the result of the lack of any communication regarding PIT-2 form. Uniformed and slightly better-endowed retirees and academic teachers joined them immediately.
In order to avoid an escalation of the problem, the Minister of Finance on January 7 issued a regulation changing the method of calculating advance payments for income tax, which, however, was criticized by lawyers and tax advisers. In their opinion, the regulation was contrary not only to the Tax Code, but also to the Constitution. Ultimately, the provisions of the regulation will be included in the act – the relevant draft is already in the Sejm.
Over the next weeks, more crises around the Polish Order broke out, the main cause of which was the so-called middle class relief. As a result, the prime minister announced the extension of this relief also to retirees and contractors. It should be noted, however, that although a week has passed since his words, there is still no draft yet.
Artur Soboń to the rescue
The latest idea of the government to repair the Polish Deal is the appointment of a new deputy minister whose main task will be to continue patching up the Polish Deal. It was Artur Soboń.
Previously, he dealt with, inter alia, the Apartment plus program, when in the Ministry of Investment and Development he was entrusted with supervision over construction, planning and spatial development as well as housing. He was also responsible for the process of enfranchising Poles after the liquidation of perpetual usufruct.
From November 2019, for three weeks he was the secretary of state at the Ministry of Funds and Regional Policy. He did not stay there for long, because after the reconstruction of the ministries in December 2019, he became deputy minister in the Ministry of State Assets. He was the government’s plenipotentiary for instruments for financing the country’s economic development.
In September 2020, he received another task from the prime minister – he was responsible for restructuring the mining industry in the Ministry of State Assets, but now Piotr Pyzik is already dealing with this problem.
