Borrell noted that “since the all-European meeting in Helsinki, held in 1975, there have been many changes.”
“The USSR no longer exists. Therefore, if the discussion of these issues is the goal of Russia, we must change the agenda and increase the number of participants in the discussions,” he said.
Borrell said that the next meeting of the EU at the level of foreign ministers is scheduled for January 24.
“Towards it, we must prepare proposals on the security architecture in case such a need arises,” he added.
Europe, he said, “did not pretend to be present at the negotiating table at the meetings between the US and Russia, but if these discussions continue, then it should be a participant in them.”
“European security should not be discussed without our participation. No decisions can be made without the participation of the Europeans,” Borrell said.
