Can anyone open a test center and who will be employed there? Who is responsible for the test centers?
The respective health authorities are responsible. Accordingly, they issue documents with the corresponding requirements: “It’s about the professional storage of antigen rapid tests, but also of PCR tests,” says Diana Schlee from the health department. In addition, the test centers must be connected to laboratories, so the centers must prove which laboratories they work with. A connection to the Corona-Warn-App is also necessary, and the certificates that the trained staff receive must be available.
If you want to open a test center, you have to present a trade license and a concept. A police clearance certificate is not necessary. The Bremen health authority receives 50 to 70 expressions of interest every day. Many of them from nationwide active test center operators.
How is the staff trained?
By a doctor in a one-hour course. According to the Federal Ministry of Health, medical expertise is not required to carry out rapid tests.
Are the test centers also tested?
Yes, as required, also unannounced. At the Bremen Health Department, for example, there are up to ten employees who take care of test centers and check them according to a standardized procedure. Hygiene, staffing and compliance with the guidelines – this is checked on site. If deficiencies cannot be remedied immediately, a test center must close. This is in the city of Bremenhappened twice so far.
Take the example of the city of Bremen: With around 80 test centers, ten people can of course not be everywhere at the same time – how are complaints dealt with?
Priorities are set accordingly, as Diana Schlee from the Bremen Health Department says. In the case of some complaints, Schlee speaks of personal snapshots that are very difficult to understand. “Of course, we also receive complaints about test centers from citizens and then pass them on to the health department, who then also randomly check the test centers, sometimes in cooperation with the public order office. Especially when we receive multiple complaints about certain test centers.”
