Participations secure a say – Waldkirch

The city of Waldkirch has its own businesses through to mini-holdings / services of general interest for the citizens are in the foreground.

Like all municipal administrations, the Waldkirch city administration has to report regularly on which companies, special-purpose associations and foundations it is involved in, what costs this participation causes, whether it benefits from profits and who is influencing development on behalf of the city.

Since the participation reports are only drawn up after the annual financial statements of the participations, it recently took longer in Waldkirch for these reports to be submitted. The latest publicly announced investment report is for 2018. The figures are now outdated, but not much has changed in terms of content: The most important municipal investments – then as now – are those in Stadtwerke Waldkirch GmbH and Stadtbau Waldkirch GmbH. Stadtbau is a 100 percent subsidiary of the city; the city has a 65 percent stake in the municipal utilities (Alb-Elektrizitätswerke holds 35 percent).

The technical operations, the waterworks, the housing industry and the sewage disposal are run as own operations. These companies are also 100 percent owned by the city. Waterworks and wastewater disposal are so-called cost-accounting facilities, their expenses are covered by the contributions and fees of the connected households and companies as well as any subsidies for investments. In the housing industry, the main income comes from rents and in the case of technical companies (TBW) from the payment of services in green spaces, on playgrounds and to control and guarantee traffic safety. The management of the company’s own operations is supported by an operations committee made up of local councils with Lord Mayor Roman Götzmann. The mayor is the chairman of the supervisory board of municipal utilities and urban construction.

The city of Waldkirch has a 33 percent stake in Elztal & Simonswäldertal Tourismus GmbH & Co. KG and Elztal & Simonswäldertal Tourismus-Verwaltungs GmbH. Waldkirch holds a 30.8 percent share in the Mauracher Berg water supply association. Other, relatively large holdings are those in the Elztal School School Association (21.4 percent) and the Waldkircher Employment and Qualification Society (16.66 percent).

All other holdings are significantly lower: at 6.67 percent or 363 043 euros, the Breisgauer Bucht wastewater association. It has less than one percent share in the Badischer Gemeindeversicherungsverband (stake of 3500 euros), Breisgauer Wein GmbH (255 euros), the Heimbau Breisgau cooperative (0.002% stake or 10,725 euros), the Sparkasse Freiburg-Nördlicher Breisgau (no share capital contribution) and Volksbank Breisgau Nord (0.008% share or 1,100 euros) and the data center (around 21,000 euros). There is also the forest cooperative (1000 euros) and the St. Nikolai hospital fund (no information).

In addition to the participations, there are also various memberships, such as in the organization “Cittàslow”, Faire-Trade-Town, Majors for Peace, climate organizations and many more.
