It was initially reported that more than 20 people were trapped in the rubble after an explosion in a canteen that served nearby city municipal offices.
Xinhua reported on Saturday that all the victims buried in the rubble after the blast had been found.
According to a report by the state broadcaster CCTV, around 260 ambulances and 50 emergency services cars arrived at the scene. The circumstances of the incident are being investigated.
Gas leaks and explosions are not uncommon in China due to weak security standards and high levels of corruption among officials responsible for monitoring compliance.
In June, 25 people were killed in a gas pipeline explosion in a residential area. The government acknowledged that the pipeline operator’s “safety management system was poor”. The head of the company has been detained.
In the same month, 18 people went on fire at a martial arts school. Local media reported that all the victims were boarding school students.
