The body of 10 people was found in a car left near the town hall in northern Mexico on Thursday, authorities said.
The bodies of the victims were in an SUV that had been left in the main square of the city of Zacatecas, David Montreal, the governor of Zacatecas, told social media.
There were traces of blows on the corpses.
The governor later announced on Twitter that the perpetrators of the murder had been arrested but had not been identified.
The Mexican security ministry confirmed the number of corpses found and said it had sent personnel to help investigate the incident.
In northern Mexico, the infamous “New Generation” cartels in Sinaloa and Jalisco are fighting to control drug smuggling routes to the United States.
The state of Zacatecas has seen an increase in violence in recent years. In November, the bodies of six people hung in a tree and near a bridge were found in Fresnillo, prompting the Mexican government to send additional security forces there.
In Mexico, more than 300,000 people have been killed in bloodshed since the government involved the army in the fight against drug cartels.
