The elected officials of Pont-de-l’Arche, Alizay, Léry, Louviers, Saint-Pierre-du-Vauvray, Val-de-Reuil and the members of the No à l’Autoroute A133-134 collective want to unite the opposition movement at the eastern bypass of Rouen. (© La Dépêche de Louviers – BCP)
Members of the collective No to the A133-134 motorway and the elected officials of the Eure whose municipalities will be affected by the route of the bypass east of Rouen met at the town hall of Alizay to express their dissatisfaction following the validation of the project by the State.
A project “from another time”
The participants reaffirmed their opposition to this project of nearly one billion euros, destructive for the environment and considered “from another time”:
“At a time when the State encourages elected officials to green school yards, how can we build a highway in the villages”
The opponents then recalled their wish to see the development of rail and river freight, from a Évreux-Rouen train line or public transport in the Andelle valley.
Arnaud Levitre (PC), mayor ofAlizay and departmental advisor on Canton of Pont-de-l’Arche, describes the motorway project as a “concrete lobby” which will give rise to “ten columns of tolls in the Eure” and will only increase traffic and exposure to fine particles.
Despite the validation of the motorway project announced by Prime Minister Jean Castex on December 15, opponents are not giving up.
Unite the movement
On December 20, they were around 200 to join the organized march in Rouen. January 8, at Val-de-Reuil (the location remains to be defined), the Rouen associations opposed to the East bypass are invited for a rally: “Now we want to unite, assures Maxime Bunel, the president of the collective No to the A133-134 motorway. Too many people still think that the eastern bypass will not happen because the Metropolis of Rouen is opposed to it. However, the project has been validated by the State ”.
Leaflets and petition
Since the January 9, 2022, at Pont-de-l’Arche, leaflets will be distributed in the market. A petition will also be circulating. “We must educate the population,” hammer the opponents. the January 15, 2022, the market of Louviers will serve as a meeting place to discuss the motorway project and then the January 21, 2022, opponents will be in the market Val-de-Reuil.
the February 26, 2022, a large march will be organized from the Val-de-Reuil stadium to the Alizay stadium: a citizens’ gathering that will follow in the footsteps of the motorway route.
Health alert
The mayor of Pont-de-l’Arche, Richard Jacquet, alerts the public authorities to the consequences of the eastern bypass and of fine particle emissions on the health of residents. “As elected officials, we have an obligation to pay particular attention to the quality of air and water. We cannot endorse projects that will have consequences on health ”. And remember that in the Pont-de-l’Arche sector, a cluster of pediatric cancers has already been identified.

Complaint against the State
Finally, opponents of the project intend to file appeals against the project.
“We are considering remedies overseen by France Nature Environnement against water pollution and endangering protected species,” explains Lætitia Sanchez
The municipalities of Alizay and Val-de-Reuil are planning to file a complaint against the state. In Val-de-Reuil, the highway will cross 300 meters from the Jesse Owens stadium and in Alizay, the highway will be built at the end of the village where the construction of a football stadium is planned.
An evoked ZAD
Opponents have also alluded to the words of Nicolas Mayer-Rossignol, president of the Metropolis of Rouen, warning the State of a risk of ZAD to roll back the project: “We will fight until the last minute”, they hammered.
