The new measures require companies to complete the correct paperwork at least four hours before goods can reach UK borders, or risk being returned at the border. Products of animal and plant origin must also have certificates of origin.
Although drivers must declare their goods and certificates of origin, controls are expected to be minimal until the rules are tightened from July 2022, when much stricter controls are expected to take effect.
The UK imports five times the amount of food it exports to the EU.
