Controversial contract
The State paid Q614.5 million to acquire 16 million doses, but the agreement has been controversial from the start. Surrounded by secrecy by alleged confidentiality terms argued by former Health Minister Amelia Flores, to date the content of the document signed between Guatemala and the Russians is unknown.
It came to light that the purchase of the vaccine was made through an intermediary, which fueled doubts about the negotiation. This led the Executive to publish a statement last July in which he indicated that the contract was signed with the Direct Investment Fund of Russia (RDIF, in English) and the payment was made to the Limited Liability Company Human Vaccine.
Since then, the reception has been partial and dropper, and without the commitment of Human Vaccine to give a schedule of delivery of the doses. Guatemala has been at a disadvantage since the beginning of the negotiation, according to experts on the subject.
The Comptroller General of Accounts began an investigation into the purchase of Sputnik V vaccines in May, at the moment there are no significant advances.
