Sexual and family violence soar two years after the Gender Violence Alert in CDMX

The government of Mexico City announced progress in complying with the Gender Violence Alert that it declared in November 2019 but avoided reporting that complaints of sexual violence and family violence in the capital of the country increased to 2,500 cases in a single year.
In its second annual report of the Declaration of Alert on Gender Violence in Mexico City, the capital government reported that this 2021 the links to the process of the aggressors for the crimes of Gender against women increased 37 percent compared to 2019, going from 166 to 227 defendants.
In addition, from January to October of this 2021 a total of 77 femicides were linked to the process, which represents an increase of 175 percent compared to the 28 femicides linked in the same period of 2019. Thus, violent deaths against women (malicious homicide and femicide) decreased 25 percent and the proportion of cases investigated as femicide increased 20 percent between 2019 and 2021.
Among the actions of this year were various regulatory reforms to create a Public Registry of Aggressors and to recognize and classify digital violence, as well as the formulation of a law to create the DNA Bank for forensic use Training and certification of ministerial personnel.

In addition, initiatives were presented to incorporate in the Law of the Attorney General’s Office the obligation to certify public ministries, legal advisers and experts in the care of women victims of violence; Another initiative so that the aggressor is the one who leaves the home regardless of who is the owner of the possession; and one more to punish the dissemination and improper reproduction of photos of victims “Ingrid Law.”
According to the report, for the first time 75 percent of the police training contents have a gender perspective and the prosecutors specialized in sexual crimes, territorial agencies and the specialized prosecutor’s office for the investigation of femicide were remodeled.
Although the government of Mexico City reported these actions as advances in the Declaration of the Alert of Gender Violence, it was evaded to report that sexual crimes and family violence soared during 2021.
It highlights that while family violence and sexual harassment are the crimes with the most links to the process with 957 and 838 linked aggressors; However, between January and November 2021, the Executive Secretariat of Public Security counted a total of 8,467 investigation folders for crimes against freedom and sexual integrity. In 2020, the total number of folders integrated in this same period was 5,957, that is, a difference of 2,500 cases, with sexual abuse and simple rape being the most reported crimes. With these data, Mexico City ranks second nationally for alleged crimes of rape.
It should be remembered that most of the actions committed to this Alert were aimed at the prevention, care and punishment of sexual violence, for example, the bill for the creation of the Public Registry of Sexual Offenders, the proposal to incorporate in the Initiative of the Law of the Prosecutor’s Office the obligation to certify Public Ministries, legal advisers and experts in the care of women victims of violence, and the creation of the Specialized Gender Unit in the Secretariat of Citizen Security for the comprehensive and timely attention of crimes committed against women.
Likewise, Mexico City occupies the first place, with 29 thousand 47 cases until October 2021, for alleged crimes of family violence. Between January and November of this 2021, the capital registered 31 thousand 865 complaints for this crime, while in the same period of 2020 there were 25 thousand 280 cases.
In addition to the increase in sexual violence, the recent public, criminal and internal control complaints, which have been made by different workers who work directly in specialized units for the care of women, contrast with official information.
Cimacnoticias documented on December 1, the case of an official of the CDMX Attorney General’s Office who was removed from her duties after criminally denouncing her boss, the director of the Center for Victimological Investigation and Operational Support of that institution, for sexual harassment and abuse. To this day, the Prosecutor’s Office has refused to rule on the case and the worker continues to be unable to return to work, while her attacker remains in office.

In another case, a group of workers from the Women’s Secretariat denounced that this agency refuses to pay them two work benefits, for which they started sit-ins and protests outside the government headquarters. The Secretariat, for its part, reported that the process is being reviewed by the Secretariat for Administration and Finance.
