The creation of the commission is part of an $ 768 billion annual defense package passed by the Senate with 89 votes in favor and ten against, after a similar majority was approved by the House of Representatives last week.

President Joe Biden, who led the withdrawal of U.S. troops in August to conclude the longest war in the United States, is expected to sign the National Defense Authorization Act.

The commission will have 16 members appointed by the two major parties. It will have to complete the initial report within a year and the final report within three years.

“The Commission will conduct an overall assessment of the war in Afghanistan and make recommendations to inform future operations of the tactical and strategic lessons learned, including the impact of troop increases and reductions and deadlines,” Congress said.

Tens of thousands of US troops were sent to Afghanistan in 2009 after Barack Obama took office, but most were later withdrawn.

The administration of his successor, Donald Trump, reached an agreement with the Taliban, stipulating that US troops must leave Afghanistan by May 2021.

The Commission will also assess how the George W. Bush administration launched the war, as well as US policy in Afghanistan before 2001.

The terrorist attacks in the United States on 11 September led to a United States invasion of Afghanistan, which overthrew the Taliban regime.

With the withdrawal of the US and other foreign military contingents from Afghanistan this year, the Taliban launched a general offensive operation in August and quickly seized almost the entire territory of the country, but on August 15, the capital, Kabul, fell into their hands.

The only province in Afghanistan that had not come under Taliban control was Punjab for some time, but the Taliban leadership announced on September 6 that the Islamist movement had also taken over the province.

The United States, Europe and others are wary of recognizing the Taliban’s interim government, accusing the Taliban of failing to promise to form a politically and ethnically inclusive government and to respect the rights of women and minorities.
