In the justification to the amendment to the act on renewable energy sources, it was indicated that the main goal of the changes is to promote the use of renewable energy sources in a distributed and civic formula, which will contribute to the achievement of the national target for the share of energy from renewable sources in gross final energy consumption. The act providesthat for new prosumers entering the market after April 1, 2022, the current discount system will be replaced with the net-billing model of energy billing.
What does it mean? Currently, households supply the surplus of electricity generated in their own solar installations to the grid. However, they can later pick up up to 80% of the total free of charge. this energy at a different time, when their power plants operate at lower capacity or not at all. This is called discount system.
The new regulations will completely change the settlement of prosumers who install the panels from April 1, 2022. The producer will sell the surplus energy on the market, and the shortage of electricity will be bought from an energy trading company – on the same terms as other households, and therefore with additional fees, e.g. for distribution. The purchase price of energy will therefore be much higher than the selling price. According to experts, this may mean the end of the photovoltaic boom in Poland.
The act indicates that the current prosumers, as well as entities who will enter the system until March 31, 2022, have acquired rights guaranteed, which means that they will be able to use the discount system for 15 years from the time they are generated in the PV installation (photovoltaic) and feeding the first kWh to the power grid. It was written that this also applies to prosumers who submitted an application for connection by March 31, 2022, and were not connected on time due to the fault of the distribution system operator.
