The CDA wants an end to tolerating ‘user quantities’ of hard drugs. This concerns, for example, people who have a pill of ecstasy or a pack of cocaine in their pocket for their own use. That is already punishable, but is now often turned a blind eye.
If it is up to the CDA, people who are caught with hard drugs for the first time will be fined. The second time they should be given community service.
Member of parliament Anne Kuik states that the “unique tolerance policy” explains “why the Netherlands suffers from serious organized drug crime to a much greater extent compared to other European countries.”

In her view, there are countless other measures to combat drug crime. The CDA wants “strict anti-mafia legislation after the Italian example”, with more extensive investigative powers and heavier sentences. Coffee shops must disappear from the streets and be moved to industrial estates.
