The great coalition and the small PNL. PSD dominates the new Government, UDMR gets everything it wants

PSD and PNL go before the internal forums with two working scenarios, one in which the Government will be led by Nicolae Ciucă, and the other in which the head of the Executive will be Marcel Ciolacu. The leaders of the parties would like to agree on a name, so that it can be presented at the consultations with the President of Romania. Ciuca has the greatest chances to lead the Government, being agreed by Klaus Iohannis, but also by liberals and PSD. However, on July 1, 2023, there will be a rotation of prime ministers, as well as key portfolios such as Justice, Finance, Home Affairs and Defense.

In the Ciucă prime minister variant, PSD would have nine ministries and the General Secretariat of the Government, which will be included in the architecture of the Executive as an independent portfolio. Apart from the position of prime minister, PSD obtained almost everything it wanted in the negotiations, ie economic and social ministries. According to “Adevărul” sources, the nine ministries that reach PSD are Finance, Transport, Defense, Health, Economy, Labor, Agriculture, Family and Youth, as well as Culture. In Finance, an advisory portfolio and responsible for everything that means money from the budget, the first chance has the economist Adrian Câciu, a technocrat close to PSD, while in Transport, but also in the position of Deputy Prime Minister, Sorin Grindeanu would be proposed. The transports were long coveted by PNL, but they lost them again, just like in December 2020. If Vasile Dîncu is considered a favorite at the Ministry of Defense, Alexandru Rafila is a certainty at Health, being announced for a long time as field manager . Senator Radu Oprea would return to the Economy, a key portfolio in the investment area, while Marius Budai, who was also in this position in the Dăncilă Government, would leave for Labor with the first chance.

Gabriela Firea is seen as a favorite for a new ministry, of Family and Youth (portfolio set up at the insistence of UDMR), Lucian Romaşcanu has the first chance in Culture, and Adrian Chesnoiu will be placed in Agriculture. The discussions related to the ministries would be settled in future meetings of the PSD leadership, the leaders from the territory wanting a better representation of the regions of Moldova, Muntenia and Oltenia.

They negotiated less

The PNL will have fewer ministers than the Cîţu Government and has lost key portfolios, such as Finance and Labor, but also the SGG. Instead, they received European Funds. Favorite for Justice (the other advisory ministry) is Alina Gorghiu, a politician approved by the Cotroceni Palace. The Ministry of Interior remains with Lucian Bode, while Energia will also be headed by Virgil Popescu. The foreign ministers will also have Bogdan Aurescu as minister, and in Education the Sorin Cîmpeanu variant would not be the only one, another variant being Alexandru Muraru, the head of PNL Iaşi.

Two of the strong organizations, Cluj and Bihor, are strongly lobbying for the future Minister of European Funds to be Marcel Boloş, although MEP Cristian Buşoi was also a variant. The Liberals still do not know who to put in Digitalization, but neither in SMEs and Tourism, because they would also like to thank strong organizations such as Sibiu and Alba. Several leaders are circulating for these ministries, among which Florin Roman, Raluca Turcan, Dan Vîlceanu, Robert Sighiartău. The decisive word on a portfolio will most likely have Gheorghe Flutur (first vice-president and leader of PNL Suceava), who asked for a ministry.

UDMR remained with Development (Cseke Attila) and Environment (Tanczos Barna), key ministries, but also with Sport, where most likely Eduard Novak will be proposed. Kelemen Hunor will also be deputy prime minister.

More secretaries of state

The new Executive would have 84 secretaries of state, without deciding the number of undersecretaries. There are four more functions than the Cîţu Cabinet. PSD will have 42 secretaries of state, while PNL 34 will also have positions, and UDMR only eight public dignities from this echelon. Basically, PNL lost eight secretarial positions, while UDMR lost four.

Changes will also take place at the parliamentary level. Next week, it will be decided who will lead the Chamber of Deputies and the Senate, as well as who will be the heads of the specialized parliamentary commissions.
