URGENT: 14/11/2021. Energy voucher. We already know what the anti-inflationary shield is supposed to be. Who will get a subsidy for electricity, gas, fuel

Anti-inflationary shield, electricity subsidies, energy bill – the government’s announcements of support for the poorest who have the most problems in connection with the high prices are beginning to take shape. It is supposed to be an energy voucher. How much will it be, who will get it, what will it spend – so far there is only general data in the design version. We collected them, analyzed them and it turned out that support for up to 2 million households will amount to PLN 60-130 per month. As there are about 13.6 million households, one in seven will get an energy voucher, as it is easy to count.

BREAKING NEWS! These fairly general assumptions of the energy voucher should take specific shape in the next week. Prime Minister Mateusz Mazowiecki announced through the Polish Press Agency that the government would present details of the anti-crisis packages next week.
The Prime Minister’s statement also showed that the energy bill would only be a part of this package – the solutions proposed by the government are also intended to alleviate the effects of high inflation and, in general, to act against inflation.

At the beginning, there was talk of subsidizing electricity bills. This solution was to compensate the poorest so-called end users double-digit increases in electricity prices. Then, however, future inflation, reaching as high as 7 percent, and equally troublesome – if not more – for households were the gigantic increases in gas and fuel prices at gas stations.
They make Poles’ wallets very empty. At the same time, inflation means not so much higher and higher increases in food prices – although these are also noticeable – but associated with increases in energy carriers, the end of which is not in sight.
There was also the slogan of the anti-inflationary shield, i.e. aid for the poorest families, which would have a protective effect on any increases.
And this is how the idea of ​​an energy voucher was born, on which the Ministry of Climate is working diligently.

It is already known that approx. 2 million households in Poland will receive the energy voucher, and the criterion for granting it will be income in these households. According to the first concepts, the holders of energy vouchers will have a lot of freedom in terms of the goals for which they can allocate the co-financing: from January 2022, they will be able to pay with it both electricity and gas bills, and even make payments when purchasing fuels at petrol stations.

According to preliminary announcements, the budget of energy bills is to amount to PLN 1.5-3 billion. This means that, on average, a household will receive PLN 750-1500 throughout 2022. Dividing it into months it gives the amount of PLN 60-130.
As you can see, these amounts are not impressive. However, according to preliminary announcements, the amount of energy bills is to be determined from month to month. Therefore, it can be expected that the main aid will focus on the first half of the year, when gas and electricity bills due to the heating season will be particularly troublesome for households.
And what’s next remains to be seen. In the opinion of the government, inflation should slow down in the course of 2022; in the state budget for 2022 it was assumed that it will amount to 3.3 percent on average.

The experiences of the Polish Tourist Voucher and the progressive digitization of public services prompted the government to use the voucher formula. Once, it guarantees that the next social transfer to households will be allocated to the purpose of the support, and not to other “fuels”. Two, the electronic form makes it possible to supply a different amount each month and possibly expand or narrow the scope of services to be paid with the voucher.
