Police said Gasper, upset that Gasper voted in favor of that package, called his Garbarino district office and said he “did not agree” with his vote. Also, he cursed the staff member who answered and called Garbarino a RINO, an insult meaning “Republican in name only”, according to the criminal complaint. Gasper warned that if he saw Garbarino in the street he would kill him.
