More than 4,000 requests made by farmers to obtain authorizations to drill wells have been processed by the Agriculture and Rural Development sector, said the Minister of the sector, Abdelhamid Hemdani, reports this Friday, October 29, 2021. the official agency.
During a plenary session of the Council of the Nation, devoted to oral questions, the minister stressed that within the framework of interministerial cooperation and in coordination with the Ministry of the Interior, local communities and regional planning , the ministry gave instruction N 471 to the walis on September 30, 2020 relating to authorizations to drill agricultural wells.
The said instruction concerns the lifting of bureaucratic obstacles for the granting of authorizations to drill wells, hence the creation of a commission at the level of each wilaya chaired by representatives of the water resources sector, as a space local consultation, review and adoption of drilling authorizations.
Instructions for signing authorizations to drill wells locally were also given in coordination with the walis.
In addition, the two ministries contributed to the revision and promulgation of Executive Decree N 21/260 of June 13, 2021 aimed at simplifying the procedures for granting drilling authorizations and the documents necessary for proof of land ownership. agricultural.
To this end, the deadlines for issuing drilling authorizations have been reduced to one month and the validity of authorizations extended to 18 months instead of 12 months.
The sector takes care to define the support mechanisms for agricultural development in favor of those interested in joining the water saving program.
The minister said he was not betting too much on this option, especially after the severe drought recorded last year and the great impact of climate change which may worsen in the future.
