A drama with the registration of the candidate list of “Democratic Bulgaria” in Stara Zagora took place in the last possible hours for its adoption. The district commission refused to register the list, and the union appealed the decision and is waiting for the CEC to rule on the case.

The reason for the refusal was the electronic signatures of the co-chairs of the DB Hristo Ivanov and Atanas Atanasov. The power of attorney to the list of candidates was not signed by hand, and a signature was placed on the paper documents, which visualizes the electronic signature, say the DEC – Stara Zagora.
This forced the chairwoman of the commission to ask the coalition to send new documents, this time with handwritten signatures by Ivanov and Atanasov. They were to be scanned and sent by 5pm on Tuesday, when the registration deadline was. However, the leader of the list, the constitutionalist Atanas Slavov, refused, arguing that there is a regulation in Bulgarian and European law that allows only electronic signatures to be used, as is the case.
“The Electoral Code explicitly mentions in several places that an electronic signature can be used. In no case, however, is this fixed for the acceptance of documents for registration of candidate lists. Moreover, the law on electronic signatures also says that in order for the signature to be used and to be equated with the other – handwritten, there must be an agreement between the parties. The members of the regional commission reviewed the paper documents, opened the flash drive, where they examined the electronic documents and checked the validity of the signatures, but nevertheless stated that the documents were not in order, Atanas Slavov explained to 24 Chassa.
He personally handed over the documents and talked to the head of the Stara Zagora commission. She said: “You are the first and the only ones who submit with an electronic signature, it can’t be like that. The power of attorney must be handwritten in ink. ” I objected because there is a regulation in Bulgarian law, there is a special European regulation that gives us this opportunity. The CEC must give the final decision on the case by tomorrow. If the registration of the list for Stara Zagora is denied again, the coalition is adamant that it will appeal to the Supreme Administrative Court. Until 7 pm last night, the case had not been considered by the Central Commission.
