Devastating floods on Wednesday evening left 47 people dead in the megalopolis and its region.
Joe Biden had made a trip to Louisiana on Friday, the first American state to be ravaged by Ida, which caused catastrophic damage there.
He took the opportunity to call for national unity against climate change, which increases the number of extreme weather events.
The Democratic president also took the opportunity to praise the merits of his gigantic investment programs, in particular in infrastructure, which he still needs to pass by Congress.
