When a person commits an offense, the court’s decision may, if it so decides, be accompanied by monitoring and control by the penitentiary integration and probation service (Spip). The latter intervenes in a closed environment and in an open environment, that is to say with an imprisoned public or who benefits from a sanction which replaces or does not require confinement.
Seven prison advisers work within the Spip de Montluçon. Their missions are to fight against recidivism and to promote the integration of convicted persons. Currently, they are assisting 475 individuals forced by the court of the city of the banks of the Cher.
Founded in 1999, the penitentiary integration and probation service is the result of the concentration of the probation and assistance committees for released persons (CPAL) and the social educational services (SSE). There is a head office of Spip and branches in each department. In Allier, Montluçon, Moulins-Yzeure and Cusset have an antenna.

Individualized care
“There is a first phase of support which consists in evaluating the spheres of life in order to move towards other modalities of existence than those which could have led to the conviction”, explains Hélène Marsaudon, the director and head of the Spip branch in Montluçon.
Once this work is done, the staff of the Spip help the sentenced persons in an individualized way.
“We will build a relationship of trust with people so that they adhere to justice measures”, continues Delphine, one of Spip’s advisers.

When the court decision is accompanied by an obligation of care or work, for example, they also direct the condemned in their implementation. They thus collaborate with prison wardens, psychologists and actors from the social, cultural and administrative world.
Work collectively to generate another reflection
Regular interviews take place with the people monitored to observe and support their development. The officers then refer it to justice throughout the duration of the sentence. They also have the possibility of asking to shorten or lengthen this assistance according to their findings.
“It is difficult to draw a typical portrait of the people we support, but there are recurring points, such as a lack of socialization”, continued Hélène Marsaudon.

This is why the Spips are now developing collective sessions in order to confront the individual with the gaze of the other, both on the reason for which he has been condemned, as on the way of behaving within a group. group.
These internships can focus on citizenship, eco-citizenship, awareness of addictions, parental responsibility, etc. “In these workshops, everyone also brings their own experience with the aim of provoking another reflection. We are going to see what is happening in the “City” so that they have a better understanding of it. External contributors can participate, such as the addiction treatment, support and prevention center. “
