Changes to the Ordinance on Infection Protection Measures: Information for cultural organizers in the district

The (following) changes apply from Friday, August 20, 2021.

The decisive change is the introduction of the “3G” regulation for all indoor events: people must always be “vaccinated”, “recovered” or “tested”; this applies to all people, all previous personal limits from which a test is required is omitted. A distinction between participants and course instructors is therefore practically no longer necessary. However, the separate regulation in Section 27 (2) remains in place, stating that if there are several appointments per week, only 2 tests are required.

The 3G regulation is regulated in Section 11, Paragraph 8, with the wording: “Only people who have tested negative may take part in events in closed rooms.”
Vaccinated and convalescent people do not have to be tested (Section 8), the requirements for a negative test are regulated in Section 6.
In § 27 there is only the consequential change that pupils are generally excluded from “3G” (because they are already being tested in schools) and therefore no longer have to be listed separately in § 27. Text:
“Section 27 Other Educational Institutions
(1) At adult education centers and other institutions of general adult education, music schools, youth art schools, youth traffic schools, gardening schools and free institutions within the meaning of the Schools Act and similar educational institutions, a mask is required in closed rooms. There is no obligation to wear a mask as long as the participants are in the fixed place assigned to them and compliance with the minimum distance is ensured for all places.
(2) Persons working in teaching, supervision and examination operations in the facilities mentioned in paragraph 1 have to prove a negative test result twice a week, if the activity only takes place on one day of the week, only a negative test result is to be proven on the day of the activity. For participation in the teaching, supervision and examination company according to paragraph 1, § 11 paragraph 8 applies with the proviso that, if the participation in the teaching, supervision and examination company takes place more than twice a week, only two negative test results are not successive days are to be proven. There is no test obligation for participants who are regularly tested as part of their school visit, as well as for all outdoor activities.
(3) In addition, offers at the educational institutions mentioned in paragraph 1, which involve sporting activity, physically strenuous exercise and direct physical contact, are only permitted in compliance with the provisions of Sections 30 to 32. ” [die Regelungen zu Sport bleiben unverändert]
Furthermore, the obligation to maintain a protection and hygiene concept also applies in the area of ​​adult education (§5).
