In order to make sure that the plant has started generating electricity in cogeneration, there must be a certificate signed by the Distribution Network recognizing the power plant as valid for parallel operation with the system and a permit to connect the power plant to the Distribution Network for a probationary period of not less than 72 hours.

However, during the filming of the TV3 show “Nekā Personīga”, the company “Rīgas enerģija” no electricity generation was detected in the territory, therefore the MoE asks the State Police to investigate possible fraudulent activities.

“Nekā Personīga” revealed several companies that did not complete the projects on time, but kept the licenses, supplying power from a portable generator in the “Distribution Network” test. If these companies start operating and take the opportunity to trade electricity at an increased price, it will cost consumers up to € 100 million in OIK payments over the next 10 years.

“Rīgas enerģija” has already announced that it categorically rejects the information in the public sphere about possible fraud in connection with the production of electricity in mandatory procurement. An internal commission of inquiry has been set up in the “Distribution Network”, which, among other things, examines the actions of the responsible employees in connection with the operation of cogeneration plants. Three employees were suspended during the investigation.

Lusver, who was responsible for organizing the work on the connection process, was asked to provide a comprehensive overview of his work on the matter by 30 October.
