He, together with Petar Slavov and Metodi Andreev, has talked to Komitova many times on the subject. According to Slavov, according to preliminary estimates, between BGN 300 and BGN 500 will be saved for each household or family business, or a total of about BGN 3 billion for Bulgarian citizens and businesses. The obligation for certification of the buildings is written in Ordinance 5 for the technical passports from 2006. The deadline for issuing the documents has been extended four times so far, the last being until the end of 2021. Before the parliamentary elections on April 4, Deputy Minister of Regional Development Nikolay Nankov called for it to be postponed until after the end of 2022. He then explained that technical passports are needed to provide professional expert information to help citizens plan the management and maintenance of their residential buildings. After taking office, caretaker Minister Violeta Komitova said passport certification schedules were insane and that a technical dossier for older buildings should only be mandatory when reconstruction or major repairs are made.
