Latest Terms of Travel from/To Overseas During a Pandemic

The COVID-19 Handling Task Force has issued new rules for international travel to and from Indonesia. The policy is stated in Circular Letter Number 18 of 2021 concerning International Travel Health Protocols during the COVID-19 Pandemic.

There are not many significant changes in this rule. Changes occur only in the negative testing requirements that are now applied at all PPKM levels for international arrivals and departures.

With the enactment of SE No. 18 of 2021 and then SE No. 8/2021 which previously regulated the same thing is declared invalid.

“This circular is in line with the provisions regarding the extension of the PPKM which have come into effect. Travel agents must be regulated so that their mobility does not become a source of new transmission of COVID-19,” said Spokesperson for the Covid-19 Handling Task Force Professor Wiku Adisasmito, in Jakarta, in a statement. written statement quoted Wednesday (11/8/2021).

The following are the requirements for overseas travel:

1. The requirements for testing in air transportation modes are the same at every level of PPKM. At all regional levels using 2 x 24 hours RT PCR or 1 x 24 hours Antigen.

2. Minimum vaccination certificate requirements use the first dose and apply to all areas of PPKM levels.

3. Certain groups of special international travelers are exempt from vaccination requirements. Starting from foreigners holding diplomatic and service visas according to the TCA mechanism, foreigners entering Indonesia only for transit flights out of Indonesian territory, foreigners under 18 years of age, foreigners holding KITAS and KITAP, and travelers with special health conditions who cannot vaccinated.

4. Foreigners who have not been vaccinated and can be vaccinated in Indonesia are those aged 12-17 years and holders of KITAS and KITAP.

In addition, for the determination of quarantine places and the application of comparative tests for the second RT-PCR, several requirements must be followed by travelers, including:

1. Determination of quarantine accommodation places needs to obtain a recommendation from the COVID-19 Handling Task Force after fulfilling the requirements from the PHRI and the Ministry/Health Office regarding the issue of COVID-19 health care certification.

2. Can perform a comparative PCR test on the results of the 2nd examination (which is carried out on the 7th day of quarantine) by filling out a form from the KKP/Ministry of Health at the expense of the traveler himself.

3. Comparative PCR tests are carried out at designated hospitals (RSCM, RSPAD, Polri Hospital for the Jakarta area). Meanwhile, in the regions, it can be done at government-owned health facilities such as hospitals, health centers or laboratories.
